Hey guys welcome back, I would like to explain for the 30fps cap ..
The game stutters way to much when frames fluctuate back and forth and since the 960m cant handle a straight 60fps unless at 720p I decided to cap the game at 30fps like consoles and run the graphics with some ultra settings and some settings low and medium (settings which I found useless and less impact on performance) the game never drops below 30fps even in cities.
PS: If you guys want a video on how I got the game to run really smooth at 30fps comment below and ill see if I can help

with the following specs
i7 4720HQ 2.60ghz
16GB ddr3 ram
1TB HDD 7200RPM drive
NVIDIA GeForce GTX 960M 2GB GDDR5
